In contrast with the traditional Design-Bid-Build project approach, which typically involves at least seven principal parties and three separate contracts, PERC Water offers a single, unified design, construction and operations team. The integrated approach is proven to result in cost-saving construction techniques and a more economical design, which reduces life-cycle cost and limits the client’s risk.

Design-Build
The Design-Build project approach requires only one contract for construction and design resulting in a single point of accountability for the client. Construction can begin before the design is complete and this overlap results in a more efficient use of time and cost.

Design-Build-Operate
The Design-Build-Operate project approach enables the client to work with the same integrated Design-Build entity to operate and maintain the facility after commissioning and startup. This approach transfers the risk of performance of the facility over the long term to the entity responsible for designing and building the facility, which significantly reduces the risk. PERC Water has operated every facility we have designed and built.

Case Study – SPA 3 Water Recycling Facility

Design-Build-Operate-Finance
The Design-Build-Operate-Finance project approach is our best risk management alternative. This approach is a “Fee for Service” method whereby PERC Water and our financial partner will finance the design, construction and startup of the facilities without any capital cost commitment required by the public agency. When facility operations begin, PERC Water and our financial partner will be paid a service fee by the public agency for the treatment and recycling of wastewater. This service fee includes capital repayments, operations and maintenance, capital replacements and power guarantees.

This approach enables projects to begin immediately without delays while waiting for grants, State Revolving Funds or the sale of Municipal Bonds. At the end of the Service Agreement term, ownership of the facilities is transferred to the public agency.
