The City of Surprise has been named Arizona’s fastest-growing city and was challenged to provide the necessary infrastructure to support this growth. The developers and home builders of Special Planning Areas (SPA) 2, 3, 4, and 5 knew it would be years before the City of Surprise could provide water and sewer services for new developments, so they began searching for an immediate wastewater solution.
The City, developers and home builders contracted with PERC Water to design, build, and operate four new regional water recycling facilities to support SPA 2, 3, 4, and 5. We have completed construction on both SPA 2 and SPA 3 and have designed and obtained the permits for SPA 4 and SPA 5.
Construction for SPA 3 was completed in September 2008. The new facility, which has a design rating of 1.8 MGD (with flexibility to expand to 3.6 MGD) based on the PERC ASP® hybrid sequential batch reactor process, will service new master-planned communities within the area. A significant advantage of the SPA 3 facility is that it is designed to treat low initial flows to avoid prolonged vault and hauling costs typically associated with treatment facilities that are built for developing communities.
This facility will eventually support approximately 7,200 homes and, after expansion, 14,400 homes. In 2009, PERC Water Corporation was presented the 2009 Design-Build Institute of America (DBIA) Western Pacific Region’s “Best Project – Water” Regional Award for the SPA 3 facility.
